A REFORMASI ADMINISTRASI PUBLIK PADA KEMUDAHAN IKLIM BERUSAHA : TINJAUAN KONSEPSUAL

A conducive business climate is a key prerequisite for economic growth, increased investment, and national competitiveness. However, bureaucratic complexity and weak public governance often become major obstacles to creating an efficient and transparent business environment. This article examines the strategic role of public administration reform in improving the ease of doing business, with a focus on conceptual approaches and literature studies. By reviewing New Public Management (NPM), good governance theories, and reform experiences from various countries such as Estonia, Rwanda, and Georgia, this study highlights the importance of service digitalization, deregulation, and strengthening bureaucratic accountability. The research employs a descriptive qualitative approach and comparative analysis of policy documents, global reports such as the Ease of Doing Business Index, and recent academic articles. The findings indicate that public administration reform not only impacts procedural efficiency but also increases business actors’ trust in the government. Nevertheless, structural challenges such as bureaucratic resistance and institutional capacity gaps remain barriers to implementation. Therefore, reform strategies must be systematically designed with strong support from politics, technology, and public participation.
